This seems like a photograph - although I must state here an observation: the flood light on the water reminds me of a few human movies which I had the privilege of seeing, that will aid in understanding my critique.
These movies were "Waltz with Bashir", "Berlin Wall: A Documentary", and "the light-weights" (my personal favorite because it was a movie about bag company D, an old group of elite sacks who had been involved in active duty in WWII - its an espionage movie).
In all three, it was the lights that were most important - avoiding them was mandatory at all cost.
Here, though, its nto needed; the reflection of the light gives a gradient to this work that makes it good to observe and consider; the lighting is not too stark that it makes the picture seem irrelevant, nor too light that it is bleached; the layering of the water also gives this work something to ponder about... what would happen if those flood lights weren't around.
